Lowering the software price means less profit, bundling and taking 100 dollars (if it's not more) loss will be risky, especially since they will make less money from the software.

Right now, I don't see a bundle especially since, it's pretty hard to get a Playstation 4 (mainland Europe), perhaps they will consider it in the future, when there are enough Playstation 4's available.
