Yes, pretty much that. But remember that the PS4/One hardware difference is bigger than the PS3/360 case. PS3 had a better CPU while 360 had more bandwidth and a better GPU. PS4 has an equal CPU (or maybe better, if the 2.0GHz dtaa is correct), more bandwidth and a GPU that is 50% better.
1080p parity will be a given. Exclusives will be the difference makers as usual, but expect multiplats to have better framerate, better AA and eventually one or another visual improvement on PS4.
