That wasn't the point - the point is had Nintendo been up to date with hardware you would have had this game in 07~08 instead of 14.

Depends, honstly, on what they were willing to spend.

I suspect that if they developed a console capable of HD resolutions they would have reduced their internal software budget.  Meaning reduced texture resolutions, reduced effects, etc....

We might see simil;arities in track design but not in execution and effects.
