Even if they develop on the xb1 first, the PS4 will always have more room. E.g, a multiplat runs on X1 1080p with fps 10-30fps, that same game will probably be 30fps locked if not +30 unlocked on the PS4, and thats with a direct port. Even in Dev Cost parity, its still not parity, the hw is significant enough to make a difference. If only it was that simple these days. A lot of people have invested so much into LIVE that they will not care about the other variables and go for the xbox.
