I'd say second best, but put it behind Ryse. Of course, inFamous is an open world game where as Ryse is a linear action game. inFamous is the best looking open world game on next gen systems at least.

Ryse looks too soft for me, Infamous has the same problem with the far background, too much smoothing. It's still very impressive.
I just unlocked infinite running with the neon powers, amazing how the engine keeps up without any visible effort.
