to be perfectly honest I don't think level breaking is that useful for most summons

Is there an HP and ATK cap?

None that I have seen. But in my experience it takes way more to upgrade the over the max level, levels. SOme summons are worth the hassle but some are just better of at max level and those resources used on other R/SR summons
