That's too simplified, I think. It's not like support is decided in an underworld meeting between kingpins or by the toss of a die. That's not giving credit to the console manufacturers who go out and forge strong partnerships with third-party companies that lead to success for both. Pretty much anyone in business will tell you that alliances and mutually beneficial deals are very important.
Being willing and able to work with third-parties in ways that result in both sides having the chance to prosper, that's closer to the truth.
