Yea, thats true without a doubt... You can optimize the software till the cows come home but if there is a hardware limitation, it just won't be able to keep up

Of course, optimized software > unoptimized software which can always lead to performance improvements but if both the ps4 and x1 are near the same level of optimization anyway, it won't matter
