Heinuos acts like this should never be given a second chance. Punishment may not make things better but it will temporarily freeze the offender from doing any sort of harm or it can eliminate it entirely if the crime at hand calls for it. 


If you assume that there is no possibility for rehabiliation of the individual and that all understanding of  the circumstances of their mindset, at the time, are null and void, then everything from summary executions to Roman style gladatorial games are justifiable under your reasoning.

Over %50 of the crimes are caused by repeat offenders ...
