I believe that by definition, a scientific theory has to be either testable or falsifiable in some way. Now please don't ask me to test the Theory of Relativity, but the term Theory must be must be differentiated from hypothesis. A theory is widely accepted, while it may not be fact.(Don't read too far into the not being fact thing) A Law is fact.
