"there are quite a few examples of science theories that didn't have any practical/observable evidence. a German scientist called Boltzmann (spelling might be wrong) suggested the existence of the atom and he wrote some theories on the atom. there was no observable evidence for the atom at the time and he got laughed at so much he committed suicide. "
I believe that by definition, a scientific theory has to be either testable or falsifiable in some way. Now please don't ask me to test the Theory of Relativity, but the term Theory must be must be differentiated from hypothesis. A theory is widely accepted, while it may not be fact.(Don't read too far into the not being fact thing) A Law is fact.
