Certainly, it does take 18 to 30 months to develop a PS3 game but it only takes 3 to 6 months to port a game ... If you're developing an exclusive game for the PS3 and you see the system selling poorly you can port it over to the XBox 360 and have a multi-plaform release; if you are already developing a game for multiplatform release and you see the PS3 performing poorly you can drop the PS3 version and re-allocate the resources the PS3 version takes elsewhere.
