No, he's not. He's describing the B-Tier that was a staple in previous generations of gaming. He's also actually absolutely spot on.

They're the middle ground between indies and AAA games, they have a bigger budget for more technically accomplished titles, but the budget is also not such a gamble, that they can afford to take gambles on new gameplay concepts etc.
