obviously you can only get those for that price if you already have parts left.
the so called "pc master race" should have plenty of them left like casing, mouse, keyboard, psu, monitor.
you usually buy them once and only replace it after it dies. my peripherals from ~10years ago still working and cases usally don't break and my psu is around since the c2d was introduced.
its true the first time investment is higher, depending on your taste even expensive.
but to be honest after your first time investment you can keep them almost forever. even my first usb mouse still works (ms intelli explorer)
after that you should only upgrade parts needed to be cost efficient.
