Just logically think about it.
They both have similar architectures. The PS4 specs are better, therefore it will always have an advantage.
The X1 cant magically get better performance than the PS4. The only thing i'd see Microsoft doing is trying to force 3rd parties to have parity n both versions if they want to release it on the X1. Though that is a very risky tactic.
