Part of it is that the performance jump between PS2 and PS3 really is much larger than PS3 to PS4.
Part of it is diminishing returns (eg, doubling performance to complete a task in 30 seconds instead of 60 seconds feels much more substantial than doubling it again to complete in 15 seconds).
Part of it is because a great deal of graphical 'wow' factor has to do with detail and quality of design, which is somewhat independant of graphics performance. 3rd parties are buying so much design labour that they need 5 million unit sales to return a profit on some projects. No way are they going to invest any more design work than that in PS4 projects.
