You have to compare PS4 games with early PS3 games. Killzone Shadow Fall vs. Resistance: Fall of Man and so on. Despite that, that tech demo is good looking, but it isn't at PS360 level yet (and current smartphone SoCs probably surpass their power), let alone close to PS4/One level.
It's a matter of technical possibility: a PS4/One with the most recent tech (I'm not saying the most powerfull GPU, I'm saying they use the same tech used on the best GPUs today) have around 200W maximum power consumption to work, with maximum optimization on code being possible. A smartphone SoC can't use a tech more advanced than that and will have to use an older tech scaled down, so it loses on a pure performance standpoint, even if it had the same power usage. Now that power must be scaled down for probably 10W or 15W at maximum to mobile use, almost 20 times less. The only way to achieve the same performance with less power usage is having a way more advanced tech, that's what we have now comparing mobile SoCs with PS360, that use GPUs with 7 year old technology. My point is, mobile devices will probably always stay one gen behind to compensate the power usage.
