Microsoft won't allow Xbox One/PC cross-platform play

I believe that's the reason.

If the game is good enough then people will play it no matter what. Seems like they aren't too confident in that. I had no problems finding a game in BF4, Killer Instinct, Peggle 2, Ryse and COD when the gen was brand new,  why would I have a problem now?
