Has to do with how Japanese culture fetishizes innocence and purity, something that rather flies by western sensibilities. Middle or high-school aged girls have that innocence about them to contrast their developing bodies that seems to hit the right note with a subset of Japanese fetishists, which is why it's more prevalent in their erotic material than you will find anywhere else in the world.
