Unfortunately, that was a temporary promotion.
The situation is a little different because TLoU was a Sony exclusive and Tomb Raider was on all platforms, but SquareEnix didn't have a problem double dipping on the XB1 and PS4 at full price for their enhanced game (note that the price is temporarily slashed by 50% for both versions, shortly after re-release).
Depending on how successful the PS3-PS4 promotion was, it's conceivable that Sony could do it again for other re-released titles, but I'm not terribly optimistic about that. I suspect the promotion was more as a carrot to promote transition to the PS4, rather than as a profitable deal for those involved. Then again, DD changes the game since the only thing that costs the distributer anything is server bandwidth. Who knows?
I pre-ordered TLoU at full price; still haven't finished it, but would "upgrade" for $10 to finish the game on the PS4. I doubt I'd pay $40 for a re-release and I definitely would not pay $60 for the game again, regardless of whatever upgrades NG makes as much as I like their games.
