For this game (Comet) Xbox One isn't specified. Regarding to next-gen, they are talking about 'Playstation 4 and other next generation consoles'.

doesnt make sense to put both on next gen. one will diffentaly flop. 

I wouldn't be surprised if the PS4 version would be a deal between Sony and Ubisoft. Their relationship is pretty solid, so maybe Sony would have paid for a PS4 version?
