Thats exactly what I want. I do not want them encoded in Pan&Scan but I want an option to watch them in Pan&Scan Mode. (Which is possible on 4:3 TVs but not on 16:9 in the PS3) On a 720p TV with 1080p BD you wouldn't even have to upscale anything

Pan&Scan information (i.e. where the optimal center of a scene is for zooming) is encoded in the DVD standard and pretty sure also in the BD standard.

As I said I don't want the discs reencoded. And complete Pan&Scan (i.e. no black bars at all on 4:3 TVs) are stupid for most movies because you loose too much. On the other hand the complete 2:35:1 encoding on discs is also terrible because you only use half the screen and have a small slot surrounded by black. (On smaller TVs and DVD players without decent zoom DVDs look like shit you cannot even see the faces anymore. On my old TV I always enjoyed the movie on TV more than on DVd because they reencoded it at a sensible 16:9 with modest black bars. Nothing is happening in the outer edges of the screen anyway because even many cinemas are not really 2.35:1.

Just because one extreme is right the other is not better.
