Tl:dr titanfall would run fine on wiiu and ps4, without cloud.
And before a fanboy chimes in, no, you don't need the cloud for the server style, you could jump in and out of servers just like in titanfall in critereons burnout Paradise and a bunch of other games long before cloud was even mentioned.
