First... Ground Zeroes is not open world... it is a very little part of the open world game called Phantom Pain (or maybe you consider a camp area a open world game lol).
Second most criticisms with Ground Zeroes is about the bad AA implementation (FXAA) and bad texture loading (pop up everywhere)... in fact most prefer it 30fps with MSAA and no pop up textures.
60fps is not a game changer for a MGS game.
BTW Crysis is not open world too... lol it is not even close to that... big maps <> open world.

Lower the resolution just will give more visual downgrades... just because you saw a game unfinixed in 1080 without all the effects and layers that you saw in the 900p finished version didn't means it looks worst.
Ryse in 1080p finished could be way better than the 900p version downgraded.
