Whales are a bad scene because even they have limited funds. If everyone's after their money, you just get a pool of samey games catering to their habits which turn off other kinds of consumers, forcing over-reliance on the whales and general contraction.
The anime industry is only just emerging from a 5-year negative cycle where they went through much the same thing: creating pandering products (shows) specifically to hawk lots and lots of merchandise to deep-pocketed otaku. This was the moe craze that created a lot of anime that appealed mostly to otaku and to few others, and the solution to the lost "casual" revenue was to try to further monetize the otaku.
It's only now that they've started breaking out of it with more general-purpose manga like AoT getting more mainstream attention, to the dimunition of the moe-blobs
I'd hate to see gaming go through the same thing.
