no. FPS at least the ones that TFs own creaters where apart of CODs had 15+ maps also, aswell as a campaing and spec ops missions

The key word there is most. 

Killzone Shadow Fall only launched with eight maps, Killzone 3 only has eight maps, Killzone 2 only has eight maps, Battlefield 3 launched with 9 maps, Battlefield Bad Company 2 launched with 13 maps, etc.
