ACTUALLY... The Human eye can discern more than that.
Remember, the Human eye does not see in terms of "framerates" anyway.
Movies are typically displayed at 24fps and they usually seem perfectly smooth.
However, there are some tricks that allows that to happen, namely, there is blurring between two frames so the transition doesn't look all that severe between frame transitions.
The minimum amount of "fps" that can seem perfectly smooth is roughly 18fps with movies... Try playing Call of Duty with 18fps, games generally don't blur frame transitions.
People, can and do notice the difference between 60fps and 120fps on a 120hz panel, just like how you can tell the difference between 30fps and 60fps on a 60hz panel.
In regards to resolution, that's slightly different.
The human eye can only discern a set number of pixels depending on pixel size and distance, have a 720P monitor? Just sit back farther, it would then have the same amount of perceived pixels as a higher pixel density panel that you would sit closer to.
