I think MS just wants a presence in Japan, period.

They want Japanese support so they release their machine wherever developers are.

I guess that might work, if supply were not an issue in the states/Europe. 

If supply is even somewhat of a small issue, I'd use the supply for Japan to place in Usa/Europe. Makes more sense.
