Worse than FF13. Worse graphics, worse performance(noticeable framerate dips,) much much worse story, worse characters, worse dialogue, etc. The story is so bad in FF13-2, that they can't even salvage it in the 2D retrospective they released. The only plus I'd give this game is that your third character is three different monsters and they have limit break like attacks as well.
