Again, youre watching shitty compression videos, most likely on your not-4k monitor or tv, making the whole exercise pointless.

Animation is keyed to the framerate, each new frame shows a new frame of animation, this cannot be increased without increasing framerate, and would have little effect overall, the motion of said entities is entirely down to the game, and has no relation, at all, to the resolution the game is rendered in, if the animation was bad to begin with, its bad at any resolution.
My suggestion to you is stick to making threads on topics you understand.
