Lead platform means which console the game is primarily developed on, other platforms are just ported to by a smaller tech team. It does happen in alot of developers just because its easier to maintain 1 build on daily basis, but id be surprised if that wasnt just PC these days. 

Exactly thats why E3 stuff 2 or 3 years ahead of launch allways looks better
