I thought the only way a game can go on sale on steam is If the developer/publisher allows it?

But I suppose you do have a point about not wanting to pay full price but the other side of that is, is that if the games aren't cheap enough, the person that was willing to pay for it for a cheap price would just rather pirate the game instead and not pay any money for it at all so at least they get some money instead of no money at all
