Rubbish.
Last generation was a freak, the consoles had GPU's that were in league with high-end PC cards, the PC was also on the cusp of re-discovering multi-GPU's too, since it was essentially abandoned after 3DFX SLI and ATI's Rage Furry Maxx in the PS2 era.
This generation both consoles are using essentially mid-range, 2 year old hardware combined with a cheap and low powered processor, you can build a PC with 20x the performance difference as the Playstation 4, today.
Never has the PC been so technically far ahead of the consoles in all of gamings history.
We also now have Mantle, for us AMD users, which removes a massive draw-cell burden and as AMD develops the API, more GPU-centric improvements should come forth.
Mantle has also affected Direct X too as now Microsoft is finally getting serious about Direct X again, which should help drive up efficiencies.
