Both are sandbox games yes but one looks bigger and more elaborate than the other. Infamous looks to be more of an action game than Watch Dogs which seems to have more content. When I look at Infamous its clear they focused on action and the beauty of the game (no one can deny that) but the people in the city of Infamous look more of a place holder than people you can interact with. That said, I may be totally wrong, will see when both games are out.
