There is an option to have Japanese (as well as others) menu's and subtitles although there is no Japanese voice overs

Only for the first two weeks, I believe. Konami has always profited from die-hard fans buying the Japanese edition in addition to their own region's edition so I doubt that a free DLC will seem that appatizing to Kojima and Co. A paid DLC, which will be accessible to a wider audience, makes more business sense and may match the revenues those die-hard fans provided.
