The problem with localizing Legend of Heroes is the sheer amount of text per game. Think the equivalent of translating the Lord of the Rings or something along those lines. NPC dialogues alone are the equivalent of translating an entire game, because of how many there are, and their text changes after nearly every minor event, with 2 or even 3 different things they each say each time, with multiple lines each...
You really can't blame Xseed for taking so long with Legend of Heroes, Falcom's writers just go crazy with the series. Ys games are nothing in comparison.
