EDIT: Also NSLU is a complete different gameplay mechanic. Luigi's movement and jump is a lot different than Mario's and that creates a far different experience in a platforming game. Plus the limited time makes the difficulty to complete the level higher. They are very much different. |

It was a map-pack, which is not what I, personally, woud call "wholly new content". It's a different way to play the same game, just like all map-packs.
"Most" is an exaggeration. On-disc DLC exists, but it is in the minority. And you clearly don't have problem with map-packs so I don't get why you're bashing it here. A new character is the fighting game equivalent to the map-pack: a different way to play the same game.
It's not becoming less common. It's even more common now, I'd say. Uncharted, Battlefield, CoD, Titanfall, Pikmin nd many others have map-packs. Map-Packs are absolutely everywhere.
Luigi controlss a bit different from Mario, the time limit is smaller and there are new levels. That is not, to me, a "completely different gameplay mechanic". It is, like all DLC and expansion packs ever released, a different way to play the same game.
