Are you fucking seriously comparing building a new pc every so often with a single purpose gaming console? I use gaming on my PC for less than 10% of its time. I build a new PC every so often just because I need/want to have a new PC for all of uses that far outweigh any potential gaming impact. Hell I don't even consider much gaming needs. I never buy high-end GPU.

I'm not  PC gamer. I am only considering steam due to its often very cheap way to buy games that do not come on Nintendo hardware. So for those games like Civ or humble bundle deals, etc ... I can do that.

Granted, as many know I am trending to walk away from PC completely for Chromebook. So if that does happen, then yes Steam will be gone too unless its opened to ChromeOS at some point. With SteamOS coming, its unlikely... and while I've contemplated building a steambox... I am now certain I never will.

But if you don't even use PC to play games, I don't get why you even brought up PC in the first place, and if you do play on PC, it doesn't matter that games aren't the reason you upgrade it Either way, you still upgrade it and you still play games on it that require an upgrade compared to whatever PC you owned before.
