Its an online save service at a few bucks a year. This is something that is in no way required or needed for any game or gameplay. In fact you can even keep your pokemon and transfer between games without ever using this service. But Nintendo has made an extra service to make the collection of all of your pokemon as simple as it could possibly be and that is an entirely new feature well outside of anything else.
Essentially just like the 1995 DLC image example.
