Are 2D games better than 3D upgrades?

Were there ever 2D FPS games? The closest I can think of is Wolfenstein 3D which didn't have a Z axis.

 

And Doom. Heck, even the NES had some first-person action going, though not shooters.

The old Wizardry games and the like don't count.  Didn't the original Doom have jumping or was it simply run & gun?
