The Elder Scrolls: Arena was launched in 1994, Fallout 1 was launched in 1997. Both are completely different type of open world games than GTA3 which was launched in 2001.
OT: both are influentual games, though I would give the edge to SM64. Lot of people forget that there was another 3D platforming game released that very same year that influenced lot of genres quite a bit - Tomb Raider 1.
