It's easier to get better graphcis on consoles because of developers being comfortable with the hardware. Only having to focus on 1 set of hardware instead of many is also a bonus.

Huh?  Developers are far more comfortable with PC then consoles on average.

A big boon for the PS4 was specifically that it abandoned the PS3 architecture for PC architecture.
