Definitely not. I think most people agree with me that it's not so much the lack of shine and polish but the lack of life about it. GTAIV from 2008 looks better than this, and that's because the world looks vibrant, immersive and alive.

This looks on par with Prototype.

Check the Gamespot video. Especially from 0:18 to 0:58.

That's looks very alive to me.
