The thing about this is that its like a runaway snowball. The more publishers that join up means more people sign up means more people for publishers to sell games to. Which in turn makes the whole thing more enticing for new publishers and developers to join up.
We may never see all publishers using steam but a large portion of the major publishers probably will. It just makes good business sense.
