I'm pretty sure some of the later evolutions were done in democracy, maybe Omastar and stone evolutions can't be cancelled in gen 1 so that's how Nidoking got without a hitch. Digrat and BirdJesus took a while until they were evolved too.
Now, there's a faction that really finds this stupid abd doesn't want progress thinking that accomplishes something
