"The incident will happen in 3 hours from now" -- he's probbaly referring to ultimatum that was supposedely given to blocked Ukrainian forces in Crimea by Russian side, but failed to convert the time zones correctly as according to the source the ultimatum has ended only an hour ago. Needless to say the news are fake, was debunked right away, but has been reported by multiple media outlets by that time like Reuters and Interfax. Ministry of Internal Affairs of Ukraine warning about provocation (the video above) is probably coming from the same source, though generally speaking provocations are always possible.
Given the situation it's a good idea to check every bit of information against other sources, however this one was obvious "white noise", only strong bias could let you to believe that it's true, especially in the context it's has been presented.
UPD: The closest to the news about alleged assault on Ukrainian forces I was able to find is some turmoil is taking place near Ukrainian navy HQ now. The source didn't say who or why. Credibility of the source is zero, could be true, could be fake or anything in between.
