No, it definitely wouldn't be like that. That is not what we are seeing at all with wii u. For mainly 2D games perhaps with minor 3D bits like Rayman Legends;
All formats 1080p 60FPS incluidng 360 and PS3 with no frame rate drops. Likely PS4 and Xbox One could support 4k resolutions for the same game.
Traditional fps games aiming at a 60fps rate where possible like Call of Duty
PS4 1080p 60fps (frame rate drops to 45 fps under extreme load)
Xbox One 720p/900p 60fps (similar frame rate drops at 900p to ps4 at 1080p)
Xbox 360 880x720 60fps (down to 50fps under load)
PS4 880x720 60fps (down to 40fps under load)
wii u 880x720 50fps (down to 25-30fps under load)
For racing games where there are less cpu requirements and more a test of pushing data at the gpu the wii u's superior gpu architecture and more abundent memory enables better textures and a more constant frame rate. This is only really going by one game 'Need for Speed' as some race games like Sonic transformed are superior on 360 and PS3 technically.
At the moment on average the wii u is performing well below 360 and PS3, often missing graphic detail, occasionally lower res but almost always lower frame rate.
It is not fair or accurate to portray the wii u as close to ps4 or xbox one. The current level of performance offered by wii u would put it below 360 and PS3 for most games. This is performance level is also backed up by the wii u components fitted, its power consumption, its fabrication process and every other possible stream of evidence. There is currently no evidence to indicate the wii u should perform over 360 and PS3 on average and this is exactly what we are seeing as real world evidence too.
