Not only are they expensive, but our average income is lower than USA or Canada, to give you an example, minimun wage in my country is... 300 U$ a month. The average salary for a graduate in systems engineer (like me) is around 1.000 U$ a month, luckily I earn more than average. So gaming in South America is a luxury and is very rare to find people who own more than 1 console, that is why getting third party games is more important here than anywhere else, is very hard to... "go buy another console".
