Yes. They've bloated this industry with their money checks to 3rd parties for exclusive content, dlc and even demos. 50m for gta IV timed exclusive dlc, imagine how much money they threw around last gen. Publishers expectations have changed and this has become common practice and actually they started to rely on this money. If MS leaves the money is gone too, there'll be a shock.
The other bad consequence was that publishers hurt their potential audience by limiting themselves.
