Exactly, its been like this every year and yet this question gets asked constantly. I think it's the first time I've seen it months before E3 even starts.
Yes, sites like IGN and GameSpot (and others) are doing live coverage. No, you don't have to pay for it. Yes, this applies to next year as well.
