As the article says, about 7.3% of all still images they captured contained "undesirable nudity" (=naked dicks), they were even surprised themselves just huch much compromising images they collected that way.
Not everyone likes to show his most private body parts to potentially ten thousands of anonymous intelligence service assholes.
